Introduction

All the tasks related to the cooperative sector in the Hambantota District of the Southern Province are carried out by the Assistant Commissioner's Cooperative Office.

Mission

Strengthening the contribution rendered by the Cooperative movement towards the national economy by guiding the co-operative sector in accordance with government policies to meet the economic, social and cultural needs of the community led by the Southern Province Co-operative movement

Functions of the Sub- Offices

  • Registration of Co-operative Societies.
  • Revision of registered by-laws.
  • Amalgamation and dissolving of Co-operative Societies ,whenever applicable.
  • Conducting of annual auditing.
  • Appointing of committee members , general councils and board of directors for the administration activities of the Co-operative Societies at the appropriate periods .
  • Giving decisions on the legitimacy of the posts of directors of the Co-operative Societies as per the section 60(2) of the Act.
  • Granting approval to purchase assets worth more than Rs.5000.00 under (i) / (ii) of rule 48 ( Approval for purchase and lease of land, buildings, vehicles and other properties)
  • Conducting investigation and inquiries regarding activities of the Societies in terms of section 46(1) of the Co-operative Societies Act.
  • Instructions and guidance on the legitimacy of the activities of the Co-operative Societies in case of the implementation of the Co-operative Societies, should be taken through Co-operative Development Regional Officers.
  • Functions of the Sub- Offices

  • Taking action regarding rights of members/petitions/malpractices /frauds as per sections of the Co-operative Societies Act.
  • Granting referee fees in respect of disputes of the societies (credit / miscellaneous)
  • Giving necessary recommendations for the societies for financial transactions , external borrowings and for the maintenance bank accounts.
  • Cancellation of registration of the societies through liquidation in case of inactive of societies.
  • Supervising remaining stock counts .
  • Giving necessary instructions and guidance to participate in general meetings, annual general meetings and committee meetings of Co-operative Societies.
  • Calling of the general meetings in terms of section 18 (i) and 18 (ii) of the Co-operative Societies Act.
  • Giving necessary guidance to update accounts books of Societies.
  • vGranting approval for annual profit divisions.
  • Appear for the cases filed against the Department
  • Collecting of Co-operative fund.
  • Taking action for requests made under the Right to Information Act .
  • Duties related to grading of Societies.
  • Giving recommendation to grant aids to Provincial Sustainable Development Grant and Criteria Based Grant from the Co-operative fund.
  • Revising of procedural rules of Rural Banks.
  • Participate in the Co-ordinating Committee Meetings.
  • Granting approval for mortgage auctions and the auction of the damaged materials.
  • Conducting of progress review meetings.
  • Preparation of statistical reports.
