Development Section

Introduction

The Development Division performs duties from registration to liquidation of the Co-operative Societies which have been registered in terms of section 06 of the Co-operative Societies Act No.05 of 1972. Accordingly, the development division perform regulatory functions such as the acquisition of assets of the Societies, disposal of assets, auditing, activities related to conducting elections to appoint members to general councils, to take action in terms of the provisions of the Act regarding frauds and corruptions and the staff of the Assistant Commissioners Offices established in the districts of Galle ,Matara and Hambantota assist for smooth functioning of those activities.

Approval and revision of personnel assessments of cooperative societies.

Appointment and removal of Boards of Directors of Cooperative Societies.

Approval for purchase, disposal and construction of assets of pecuniary value which the Assistant Commissioners of Co-operative Development may not approve as per Gazette Notification.

Granting permission to bear expenses for the board of directors and staff of cooperative societies to go abroad.

Granting approval to cooperative societies to take loans from the cooperative fund.

Granting necessary approval to cooperative societies in implementing new projects.

Provision of necessary reports to Co-operative Employees Commission, Co-operative Development Line Department and other agencies involved in the Co-operative movement and coordination between Co-operative Societies and these agencies.

Investigations related to public petitions and societies' fraud, corruption and irregularities are carried out through the Assistant Commissioner's offices and forwarding reports with recommendations to the relevant departments and institutions.

Introduction and functions

Providing recommendations to the Cooperative Development Commissioner to issue circulars related to the functioning of the sector.

Organization of Provincial Regulatory Committee.

Providing relevant information to District Regulatory, National Regulatory and Provincial Regulatory Committee.

Dissemination of circulars and letters related to the regulatory process to the districts and monitoring whether they act accordingly.

Hearing and adjudicating formal appeals by the aggrieved party following an arbitral award.

46 (i) of the Act to prepare charges after investigative review and submit them to the General Assembly

Under Section 66 of the Act, to inquire the facts and reasons from the relevant accused and give orders and if the amount is not collected, to take the court under Section 66(ii).

Introduction and functions

Obtaining necessary government legal assistance for cases in which the Registrar of Co-operative Development Commissioner is a party and for the same the preliminary documents are obtained from the legal section of the head office and handed over to the government lawyers.

Prepare observations for relevant cases and hand them over to the Attorney General's Department through the Southern Province Legal Officer and participate in discussions with the Government Advocate.
